We
have already updated a list of 25 general by-laws applicable
to all municipalities which will be published on the municipal
web site mentioned below.
The Act
Section 15 of the Local Government: Systems
Act, 2000 (Act 32 of 2000), as amended reads as follows:
“Municipal code
15. (1) A municipality must compile
and maintain in bound or loose-leaf form, and when feasible
also in electronic format, a compilation of all its by-laws,
including any provisions incorporated by reference as by-laws
of the municipality.
2) This compilation, to be known as the municipal code, must
be—
(a) constantly updated and annotated; and
b) kept at the municipality’s head office as the
municipality’s official record of all applicable by-laws.
(3) The municipality, at the request of a member of the
public, must provide that person with a copy of or an extract
from its municipal code against payment of a reasonable fee
determined by the municipal council.”

Codification
Codification is the collection and
organisation of all your by-laws of a general and permanent
nature into a numbered and stylised document which is
easy-to-read and easy-to-access. Codification can also include
review and revision of your by-laws to address conflicts and
inconsistencies.
This service
includes the following:
a) The scanning of by-laws in paper format.
b) Optical Character Recognition (OCR) to make by-laws
available in electronic format.
c) The editing and consolidation of the existing by-laws.

Think about it - no pages to insert, plus
the security of knowing that you are always working with an
accurate version of the Code.
We can also do your information management,
providing information, software, and electronic products to
make by-laws and other municipal documents easier to work
with. We can convert your by-laws, minutes, and any other
municipal documents into easily searchable electronic formats.
The electronic versions of your documents
can be installed on your network, intranet or individual
desktops. This allows you to search for key words or to easily
print specific sections of text.
Supplements
The supplement service is directed to the
continuous alignment with local changes, as well as changes in
National and Provincial legislation that affects local
by-laws. Each supplement is individually enveloped and
labelled to correlate with serial numbers assigned to by-law
folders. If you prefer, we will mail supplements directly to
by-law folders for you.
Imaging
With our document imaging and document
management software we can help you find files faster,
organise documents easily, save space and distribute
information.
Our software can be used for accessing any
records that you currently have in either paper or electronic
format, no matter how big or small. It allows you to find,
access and disseminate your documents easily and efficiently.
Publishing
We can also arrange for the publication of
your by-laws and/or the amendments thereto in local, regional,
national newspapers and provincial gazettes.
We can instantly print or e-mail the
information you need. You can add notes and bookmarks to the
electronic text and cross-reference information as you use it.
Indexing
The by-laws will be indexed in alphabetical
order. Hyperlinks will also be added to the main index which
will allow direct access to specific sections of the document.
Binders
We can make the by-laws available in paper
binders.
Publishing
We can also arrange for the publication of
your by-laws and/or the amendments thereto in local, regional,
national newspapers and provincial gazettes.

Internet Web site
We will maintain a web site to host the
codes for all municipalities.
We will maintain the electronic version to
ensure accuracy at all times and we'll take care of submitting
it to appropriate search engines for easy access.

documents on the Internet to allow interested parties to
locate the information they need and thereby promote the
principle of sharing information and developing a learning
tool for municipalities.
Translation Service
In terms of the Constitution everyone has
the right to use the language of their choice.
We can
translate your documents in the 11 official languages of South
Africa.
Policy, Minutes,
Delegations and Procedure Development
We can also assist and maintain your
municipality’s policies, minutes, delegations and procedures,
etc. by collection, compilation and publication (printed or
electronic) of your written policies, minutes, delegations,

Costs
The cost of codification depends on many
factors, ranging from the number and size of by-laws,
supplementing (updating) is included, the amount of the
previous by-laws that exists in an electronic format, and
what, if any, new electronic publishing options are selected.

no-obligation estimate based upon these specifications. We
even offer a flexible billing option, where the cost of our
service can be budgeted over two financial years. We can work
with you to schedule the project so that it meets your
budgetary needs.
How it will Work
1.
You will supply us
with a complete list of all existing by-laws applicable to
your municipal area or alternatively we will undertake this
process for you.
2. We will then
consolidate, edit, compile and arrange the by-laws according
to your local needs.
3. The by-laws
will be scrutinised for discriminatory provisions, outdated
penalty clauses and inconsistencies with current
national/provincial legislation and local policies.
4. We will
provide a draft set of by-laws designed for your municipality.
5. We will
assist with the process of publication of the said draft for
public comment.
6. We will
index and publish your code in hard and electronic formats.
